Update popup steals focus from other programs

Steps To Reproduce

1. Run Bitwarden minimized to the system tray.
2. Run another program.
3. Wait until a Bitwarden update is available.

Expected Result

Ideally, a Windows native notification is shown (if "Do not disturb" is not enabled, but that's handled by the OS I guess). Otherwise, just open the "Bitwarden - Restart to update" pop up in the background with an icon in the taskbar.

Actual Result

The "Bitwarden - Restart to update" pop up opens in the foreground, stealing focus from the running program.

This is especially annoying when playing multiplayer games.
