BRE-179 - Fix increment version steps

Objective

This PR fixes the increment version steps in the Build workflow so that the numbers are higher that previously published versions for Android and iOS.

Code changes

• .github/workflows/build.yml: Change Android offset to 11000 and iOS offset to 8000.
