Moving the Unified container and build workflow for it from server to it's own repo.

@michalchecinski were there any changes to the files or was this just a copy?

@mimartin12 For the docker-unified folder it was a copy, with path changes in Dockerfile to accommodate new way of building - server repo cloned during build. The build-self-host.yaml workflow has changed:
