This PR adds some additional logic to the Build Unified workflow to detect whether or not the workflow was manually ran, or called by another workflow (Server Build). It also adds back in the protection where we only publish to Docker Hub when both the server branch and the branch of this workflow are publish branches (master, rc, or hotfix-rc).
