Added configuration to auto install articonf bank chaincode along with the CLI service

• A configuration paraamter is "INSTALL_BANK_CHAINCODE" added to enable/ disable the auto install
• "INSTALL_BANK_CHAINCODE"
  • default value - "y" - auto installs bank chaincode along the start of the CLI service
  • else - does not auto install bank chaincode chaincode

• Creating playbook to install chaincode is pending.
• As of now chaincode is auto installed when the CLI service is started
