This pull request seeks to add a new monorepo library into Poakium monorepo, as described in issue #4. This library should be able to power the Poakium project.

Motivation and context

There's not enough tool out there for managing monorepo projects, most of these libraries out there for managing monorepo are mostly based around CI. This library is tailored to suit the needs of monopolistic projects while providing great performance for handling big sized monorepos.

At this stage monorepo is ready to merge, development can still proceed in master branch or using subsequent pull requests.
