disable lsp for emacs < 27 #70

It doesn't work with emacs < 27. Machines we do most development on have emacs >= 27 so it shouldn't be a problem.

I'm still getting those strange warnings on emacs 28 so maybe need a restriction for this, too.

Please bump the priority of this fix for centos 7, because it is annoying when home-env updates.
