Now setup-php will set the environment variable OPENSSL_CONF pointing to a valid openssl.cnf file on Windows.
Added GitHub releases fallback URL for phing.
Updated version of sqlsrv and pdo_sqlsrv extensions to 5.10.0 for PHP 7.4 and above.
