Add more options for jdmd

Adds a handful of additional options for hacking on the jdmd script, including:

• adding the alpha parameter
• adding a beta parameter that reduces the number of rows of Jacobian data
• adding an option to exclude learning the B term (so that it matches what eDMD is doing better)
