I know this looks like strange. I just had this idea some hours ago.
I'm starting to just save the templates as files for development and realized that we don't need to check if save_tmpl_files is set to yes to load the files, but just if tmpl_file_basepath exists.
I'm starting to save my templates as files just on development environment. It would be good if I could manually update my snippets after a deploy without to change another configuration.
By the way, the Synchronize templates form on EECMS CP is available even if save_tmpl_files is set to no. It just don't do anything. I already contacted EllisLab about it.
