Separate darcs repo, cabal, tarballs...

Doesn't need own project site, can stay here as subproject for now.

I did some work on this a few weeks ago and basically it is done. However, it 
really
is of limited utility for integers larger than 10ish so I'm not sure there is 
great
value in contributing it to the community as a separate package.

This was completed with the June releases of numtype-1.0 and dimensional 0.8.
