Add language pragmas. Update .cabal.

Apparently GHC has a bug preventing CGS from compiling.

Release 0.7.1 was done with CGS module disabled (in .cabal). Bug #1919 was 
filed in
the GHC trac.

FYI: Bug #1919 was fixed in GHC 6.8.2. Have release 0.7.2 where only change is 
that
CGS module is re-enabled.
