Declare Vulkan Requirement in Android Manifest #710

LÖVR could add a <uses-feature> entry to the Android manifest to declare that Vulkan 1.1 support is required. This will provide a better experience if LÖVR somehow finds its way on a phone that doesn't support the necessary Vulkan features.
