Create / Convert own Map of Germany with all 99 Departments? #437

Is it possible to create a Map of Germany with all the existing 99 Departments, instead of the 16 main departments with the data from http://www.naturalearthdata.com/downloads/ ?

Or ist it not possible with that or in any way?
