It was rejected again with the same form e-mail:

I have once again asked @dotproto for help, this time on Twitter since they stopped responding on the thread in the Chromium Extension Group.
No response from @dotproto so far. I'm giving up on v5.0.0, follow along in #15
I have submitted v5.0.0 to the Chrome Web Store with the following description:
I expect to get the same form mail rejection with no clear explanation.
