Added tips to inhibit functions on Python #35

Concerning electricjay attribution, nothing new but I think I gave reasons above to either quote him as original inspirer (as I think it would be more correct) or not.

Concerning the comparison, I thought you would re-edit them once approved, but otherwise just let me know and I will see how I can fix it (possibly only via browser).

After giving it some thought, I've come to the conclusion that we're only fixing a symptom, but not the actual source with this. Instead, we should probably asks on Codewars/codewars.com for a feature that manages this. There's already on for Haskell, so it might be possible to integrate versions for Ruby, Python or other languages too.

I'll appreciate the effort, but I think this should be part of Codewars' library (together with a safer module system, but that's off-topic). Still, thanks. Still looking forward for more general tips to cover #7, so if you come up with something make sure to either file a PR or write on Gitter.
