VS2019 solution will now output correct header #496

Shows "# Visual Studio Version 16" instead of "# Visual Studio 2019" in .sln. This now matches the information when creating a project directly in VS2019

This PR refers to bug in https://github.com/bkaradzic/GENie/issues/494
