Initial re-design BCD watch #61

This is an initial re-skin of BCD Watch. Checked mobile & looks good there too.

Note: while making edits I had to change the style.css path. There was an absolute path set in the weekly & baseline templates so I reverted back to the absolute path for the PR. This means if you try to build locally, it's going to pull styles from bcd-watch.igalia.com/styles.css.

In reviewing this I found that it was changing the dates used on almost every report because you are in a different timezone and it's been run pretty much in ET thusfar and it tries to base on midnight - so Friday became Saturday and so on. Not ideal. Anyway, I think #62 can proceed this and we can merge when eric is satisfied with it.. I am, it looks like
