common-panel should be role="group" #10

This is updated in the prototype implementation, does it need spec reflection as well?

The implicit role for the panel element would be group. In the custom element prototype it'll need applying with ARIA.

@bkardell Yes, this is reflected in the API mappings section of the draft spec.
