filter demo available

A working demo of the v3 filter page is available for use: http://billmills.github.io/griffin-dashboard/filter.html

A few points:

• No, the status sidebar isn't plugged in; I need a few hours where I can start and stop runs before this will be good to go.
• v3 supports Chrome and FF as usual, but is best in Chrome; load is pretty slow in FF since we had to shim HTML imports (once the page is loaded though, it should be equally fast as Chrome).
• @SmithJK, please let me know if this satisfactorily resolves https://github.com/GRIFFINCollaboration/griffin-dashboard/issues/56 and https://github.com/GRIFFINCollaboration/griffin-dashboard/issues/57; in general, all v3 pages should be free of past UI funkiness - let me know if anything still snags.

I tested GRIFFINCollaboration#56. I couldn't reproduce the original error on the two versions of Firefox I have available to me at the moment, but they look good. I can't test #57 since the demo page doesn't submit to the ODB.

OK - v3 is nominally feature-complete now, just doing some code cleanup and documentation before we push live; I'll let you know when it's good to go and we can hopefully wrap this and #57 up then.
