Tool link on profile page needs to use profile page user id, not logged in user. #156

Describe the bug Right now the tool filter link on a users profile page goes to the tools owned by the current user. It needs to link to the user whose profile page we are currently viewing.

To Reproduce Steps to reproduce the behavior:

  1. Go to a profile page that isn't the logged in user.
  2. Click on the tools link underneath their profile
