Support of the Amazon Linux 2023 runtime Bump SWI Prolog to version 9.2.0

Hey @qvdk sorry dropped the ball on seeing this (edit: again). I can review this weekend but any chance you're interested in being made a maintainer? I don't use this at my new job so I'm not giving it any love despite kinda still loving it.

Going to pull this one down this afternoon to see if I can keep the ODBC support for Postgres and Snowflake in with the base image switch to Amazon Linux
