Dictionary Download #99

Dictionary Download is needed for sinhala and chinese dictionaries (as well as others).

Now working on this for the November Release. Some errors with reading stream can be solved by downloading the file first and then read as string. I have code for zips as well.

  1. Download a Dictionary listing file saved on github repo
  2. Show the list
  3. Let user download and TPR will import
