Deciding not to do this, it's rather complex with a number of difficult questions we'd have to answer:

, but in willow we'd need to add statefullness, which could easily get out of sync.Rather than work this all out ourselves, Steam Input already solves basically all of this. The recommended solution is to setup your layers/chords in Steam Input (or really any rebinding program), and bind them to some unused key.
Especially for controller, it would be nice to set keybinds on key combos
