Ported to 1.21

Thank you for your work, it is much appreciated. However this port is non-functional (albeit easily fixable), as the versions in neoforge.mods.toml are not updated. Unused blockstate files have not been removed either. Nevertheless, I already have the mod ported to 1.21 locally on my machine, I was just waiting for me to release the [SBM] Bone Torch mod for 1.21 so I can immediately support it in Ceiling Torch.
