Background Color not working since Grafana 6.7.x #39

Hi,

Setting the threshold color for the whole Panel isn't working anymore since the last Grafana Update. It's still working for Value and Circle, but not for "background".

I tried to apply this patch, but I still have the same problem.

Furthermore, in Grafana 7 the vertical space between title and value has increased and the formatting is not beautiful

Hello, it seems that the scope.fullscreen is always undefined line 722/725 so we always run else that unset color. I'll make a PR.
