Move "Place Identifier" to top of Map Place GUI for better user experience

Place Identifier helps auto-fill in Latitude and Longitude and URL, but it is the last element in the form. It should be the first element to folk don't spend time manually doing the other fields only to get to "Place Identifier at the end and find out they could have saved a lot of time

To be precise, the Search button actually populates the fields - the Place Identifier is just a text description. But I understand your point.
