Add content guidelines for toasts #913

Update UX guidelines on component topic to include instructions on the type of content to include in toasts. Something like Text should be clear, concise, and inform or guide the user at that moment. Punctuation is subjective depending on the scenario. Also add something about providing a link to where the user can go to take action on the object that triggered the toast because it doesn’t need to be just text. In some cases it will be, but if we can give the user quick access to the followup task, then that’s ideal. Ideally, toasts will usually include links.
