Need scroll bar at the top of sky-list-view-grid

Expected behavior

Expected a scroll bar at the top and bottom.

Actual behavior

Using the sky-list-view-gird in one of the pages in our spa and we have to scroll all the way down to the page and use the scroll bar to look at the data in the columns on the right.

Steps to reproduce

Create a sky-list-view-grid with data on multiple columns and multiple pages.

Severity

It has been reported in Feb 2018 by another team and not sure if there is a workaround for it.
