Geolocation permission element must be updated to use "access_location_services" #185

Currently in WW we use an outdated custom XML property called "read_geolocation". This property will be deprecated in BB10 and only work in PB 2.0 WW.

We need to update the packager to ensure that the Geolocation will be properly read using the new "access_location_services" property.

@erikj54 did this issue get addressed in WP? or does it still require a packager change?
