Need support to specify bar-descriptor.xml that will be used for generating the bar file #220

To satisfy build and release, we need to use an existing bar-descriptor.xml instead of generating it. So for bbwp command, we need to add --appdesc _path_to_bar_descriptorfile

It doesn't need to be documented as it is only for internal (B&R) use.
