Enable slog2 output for debug builds #228

This enables redirection of stderr output to slog2 so in debug builds allowing for better debugging

Fixes blackberry/BB10-WebWorks-Framework#419

this is an epically awesome change, I will try to get it picked up for tomorrow respin for Covers.

repushed with more meaning and now always enabling slog2 with or without signing

Tested Packager [next-slog2-output] with Framework [next] and slogging works when specifying -d as expected.
