special character like '&' cannot be supported in config.xml #249

1.compile the attached zip file with scm1.0.4.7 or http://ci0000003863287:8080/hudson/job/BB10-Webworks-Packager/149/ expected: bar file can be generated fact: [ERROR] An error has occurred parsing the config.xml. Please ensure that it is syntactically correct

As this is XML, that should be represented as "WebWorks SV&V 2012", not "WebWorks SV&V 2012", I would think. Literal ampersands are not valid in XML.
