Updating logic in packager to fix broken localization on Windows OS. #255

Simplified this a bit, it just turns Windows into nix in the exact same way.

tested for mac and windows in 10.0.10.318 with packager build http://wwci:8080/view/BB10-WebWorks-Packager/view/Jobs/job/BB10-Webworks-Packager-erik-locals/4/: 1.automatic test got passed except for one known issue of calendar 2.localization worked well and app icons can be updated accordingly
