This removes the backing store variable from the environment variables, the browser doesn't use this anymore so we probably don't need it either.

r+ @tracyli please test by packaging an app using -s and confirming that there is no longer a backing store variable set.

tested for Windows and Mac in 10.0.10.345 with packager build http://wwci:8080/view/BB10-WebWorks-Packager/view/Jobs/job/BB10-Webworks-Packager-next-tilestore/6/: 1.automatic test app worked well(one known issue for calendar) 2.backing store tile variable is not present and smoke test got passed
