[3.0.0015] Add Simulator-Release build configuration in bar-descriptor template #701

Environment: System OS: Win 7 64bit and Win 8.1

Steps to Reproduce:

  1. Create an empty C++ project.
  2. Go to project properties->Configuration Manager
  3. Right-click on the project and select "Add->New Item
  4. Select "BAR Descriptor" from Blackberry Page.
  5. Open the created bar-descriptor.xml file in xml format.

Actual Result: Observe that Configuraiton for "Simulator-Release" is not present.
