Target list in project Build can get out of sync with Target Management #174

[IE8] I'm not sure how I did this, and I can't reproduce it. Switching from Device to Simulator and back fixed it.

@rcruz suspects there's a place that isn't refreshing a view, or something...

I hit this again. I had no targets listed in the drop down, but I had 3 in Target Management.

Each time a project page loads, it should get the current version of Targets.
