As a WebWorks developer, on the config XML GUI screen, I can easily Save or Revert changes regardless of where I am scrolled to in the field list

Description

If all you are adjusting is an item at the top of the list, it is tedious to have to scroll to the bottom to hit the save button. There should also be a way to revert any changes made to the values to the current persisted state on the file system to undo changes.

Acceptance Criteria

• There should be a revert button that will undo any current changes in the GUI for the config.xml date.
• The developer should always have access to the Save and Revert button regardless of where they have scrolled to in the list of fields.
