Target page should have "new"

1. Load WebWorks
2. Click Target Management
3. Click the cog next to a target
4. Decide you want to create a new target

You have to click something that isn't Target Management (e.g. Global Settings) and then click Target Management again in order to get a blank Target. Alternatively, you can replace the contents of each field and click Update Target list, but that's a pain and error prone (there are 5 such fields, although it looks like there are only 4).
