Some pages have `:` with their labels #191

Expected results:

  1. Consistent label form (all with : or none with :)
  2. Consistent case (Initial, UPPER)

The Certificates page also has all caps subheadings.

Also the the font color for the subheadings in target management, plugins and 'Source:' for Icon/SplashScreen in configuration should be consistent.
