"Hide keyboard form bar" option on config page does not display proper value

-open config page -check the "Hide keyboard form bar" checkbox -click save

note the checkbox get's automatically unchecked

Expected -checkbox remains checked

Actual -checkbox is automatically unchecked, even though the config.xml has a value of true.
