If a user has only set the release signing certificate config values, on the global settings tab, it'll notify the user that the proxy settings have ben enabled (which is not correct). The way it is right now is confusing to the user. Especially since the release certificates is ONLY for releasing. When building in debug mode, the notification messages are not applicable. The UI probably will need to redesigned to make it more obvious.
