config.xml with FEFF Unicode BOM results in project that doesn't import #235

Steps:

  1. Open config.xml in notepad, save it as Unicode (UTF-8)
  2. Try to import the project

Actual results: it fails, if you're really lucky, you /might/ get an error message about something, but in my experience, you don't get anything.
