On run of the tool, and if it has internet connectivity, the tool should "phone home" and find out if there is an update available for the tool
If the changes to the GUI tool are completely in HTML/CSS/JS and has no dependency on changes in the server, then the update should be downloaded automatically and changes applied.
If there has been a change to the EULA, we will most likely have to prompt the user to accept the new EULA after update before allowing the tool to continue to be used. CONFIRM WITH LEGAL.
If there are changes in components that can't be updated automatically, then the tool should prompt the user to download the new version, and provide a link to the downloads page.
