Update client/generate_sbom to work with current hub release #256

rename sleep_time to sleep_seconds to make required input format clearer.
remove zip_file_name - output file now uses f"{args.project_name}({args.version_name}).zip".
added include_subprojects option to post_data and args.
added additional error message - in case a read-only token is being used.
added additional output formats (CYCLONEDX_14 & SPDX_23).
