New Ember UI for Polaris

What would you like to be added: Convert the UI from gobuffalo to new python based UI. Initially we will only support deploying Polaris.

Synopsysctl should host the backend for the UI on localhost. Synopsysctl will vendor the front-end files using packr binary during build time.

Why is this needed:

• Similar UI experience as other Synopsys products
• Gobuffalo was causing issues

When to close this ticket

• [ ] Synopsysctl can deploy Polaris
• [ ] QA and the team has tested deploying Polaris through the UI (this is critical because the UI currently uses different logic to deploy polaris than when done through the command line)
