You didn't do step 3
Select the Autoload tab. Select the folder icon next to the Path field and browse to the res://addons/cyclops_level_builder/cyclops_global_scene.tscn file. Set the Node Name to CyclopsAutoload (this is case sensitive, so make sure only the C and A are capitalized). Then press Add to add it to the autoloads and make sure the Enable box is checked.
Unfortunately, the addon does not load properly the when your first add it. You need to manually set the autoload like @Gamepro5 said and reload the project. I hope to address this in future updates.
