Quest "Fresh Remounts" not working

SMALL DESCRIPTION:

the Dragonblight's quest Fresh Remounts can't be finished

EXPECTED BLIZZLIKE BEHAVIOUR:

You kill the knight, take the quest item, use it on the horse, ride the stolen horse to the quest giver

CURRENT BEHAVIOUR:

When you use the quest item, mount animation go, but you instantly demount and you can't bring the horse to the quest giver https://www.wowhead.com/quest=12214/fresh-remounts

STEPS TO REPRODUCE THE PROBLEM:

1.Kill a knight;

  1. Loot Onslaught Riding Crop;
  2. Use it on the horse
