Incorrect User Story in DG

In the User Story section of the Developer Guide, there is a user story that has the description of the role but no clear actor.

There is no actor that is being mentioned for this user story role it is not possible to assume who the actor is and hence this is an invalid user story role.

The bug reporter states that they are unable to assume who the actor is, but this does not seem reasonable. The app is designed for social workers, the correct user can be easily inferred (for second screenshot) to be "user who has rotating beneficiaries" or " social worker who has rotating beneficiaries". Similarly, for first screenshot it would be "user overwhelmed with many households". The issue is only with the missing noun. It is clear that the current actor is a description of the desired actor missing the noun (e.g. user, social worker).

This bug will only slightly hinder readers and they can infer as explained above so it has a low severity.
