This is addressed and explained in the UG under FAQ. We must allow duplicate phone numbers for different names, owing to the nature of this product.

Reason for disagreement: For me, this is still a problem when it comes to managing duplicate phone numbers with tags because:

• The "tags" feature is not yet completed. Currently, the only ways to support changing tags is to use edit. When editing the tags, we have to replace all of the old set of tags with new set of tags. This is truely inconvenient, especially when the number of tags is not small (ex: more than 3).
• Using tags to identify who is the real owner of the number only increase the number of tags, which trigger more inconvenience.
• When the real owener of the phone number changes their phone number, it comes along with a lot of another changes to handle, especially all of the contacts with that number.

Therefore, the currently Inappropriate Social Book systems could lead to mismanagement of contact information if duplicate phone numbers are allowed. However, I agree that the severity should be set to low.
